Permanent Resident
A permanent resident is a resident who is not a temporary resident.
Before you apply to be a permanent resident of Malaysia, you must first obtain an Entry Permit seeking to remain in Malaysia after the expiry of your pass.
The issue of an Entry Permit is not a right but merely an eligibility.
Only certain categories of persons are eligible to obtain an Entry Permit.
The categories of persons eligible to apply for an Entry Permit as set out in the Immigration (Prohibition of Entry) Order 1963 are
1. persons in possession of specialist or professional qualification
2. persons in possession of a certificate from the Minister of Home Affairs certifying that their admission would be in the economic interest of Malaysia
3. wives and children under 6 years of age of persons falling within (a) or (b)
4. wives of citizens of Malaysia who have been living separately from the husbands for a continuous period of 5 years
5. children of citizen of Malaysia under 6 years of age
6. special compassionate grounds
Conditions For Application As A Permanent Resident
You must reside in Malaysia for a continuous period not less than 5 years under a valid Entry Permit preceding the date of your application for a permanent resident status.
Where the husband is a foreigner of a citizen of Malaysia, such person will have to reside in Malaysia for a continuous period not less than 10 years under a valid Entry Permit preceding the date of your application for a permanent resident status.
To apply for the permanent resident status, you have to bring along your travel document or passport for the pass years to the Visa, Permit and Pass Division of the Immigration Department of Malaysia.
The immigration officer will inform you of your eligibility to apply for a permanent resident status and the supporting documents you have to submit with your application, where applicable.
Basically you must submit the following documents for the application of a permanent resident status:
Form IMM. 4 (select permanent resident status category)
Photostat Passport or travel document of applicant in the last 5 years
2 photographs of applicant measuring 3.5cm x 5.0cm
Photograph of local sponsor measuring 3.5cm x 5.0cm
Identity card of spouse (if applicable)
Marriage certificate (if applicable)
Other supporting documents
The Form IMM. 4 can be obtained from the counter of the Immigration Department of Malaysia at the cost of RM$1.00 each.
Even though you may have fulfilled all the conditions, your application may still be rejected if the government is not satisfied with your application.
You may have to submit a new application if you are still interested to be a permanent resident of Malaysia.
Entry Permit
Entry Permit (EP) is a permit issued to foreigners who are not citizen of Malaysia entering to reside in this country. Those who have been issued with EP are exempted from applying for any type of Pass either for employment or other purpose.

experience, planning to return and work in Malaysia (under the programme
to encourage Malaysian Citizens with expertise residing overseas to
return to Malaysia). |
* Approval of this
application will be given within 6 months from the date submission to
the Immigration Department. |

Certificate of Identity
Purpose
This Certificate of Identity is a travel document issued to Permanent Resident of Malaysia who is stateless.
Validity
Five (5) years from the date of issue and can be renewed for another five (5) years.
Requirement

Two (2) photographs of applicant measuring 3.5 cm x 5.0 cm
Payment of RM300.00 for five (5) years
Payment Renewal for RM60.00 per year
